About the Department

The ICTU is under the Finance, ICT and Administration department of the Ministry, which has the responsibility to avail the necessary leadership and direction in the development of ICT solutions and services to support the MOHCC while ensuring the security and privacy of all ICT infrastructure, systems, electronic data and information in the Ministry.

To be recognised as a centre of excellence in health ICT, advancing the organisations vision by leveraging on technology and improving the lives of patients and communities.

Purpose

The Ministry of Health and Child Care recognizes the value of using ICT as a means of enhancing efficiency in the delivery of health services. ICT has the potential to impact almost every aspect of the health sector.  Health information management and communication processes are pivotal to the management of public health initiatives and are facilitated and or limited by the available information communication technologies in a country.

In addition, beyond the formal health sector, the ability of impoverished communities to access services and engage with and demand for health services that respond to their priorities and needs, is importantly influenced by wider information and communication processes mediated by ICT. Successful attainment of Sustainable Development Goals (SDGs) number 9 (Industry innovation and infrastructure & 17 (Partnerships for the goals) is unlocked by the provisions of Information Communication Technologies used to collect, analyse and share correct data to measure progress as well as to review implementation patterns and to secure our communication channels (WHA 2019

Key Roles and Responsibilities

The following are some of the areas of focus for ICT in health:

Digital Transformation

Harnessing the power of technology to drive innovation, efficiency, and effectiveness in healthcare delivery. Patient-Centric Care Designing and implementing ICT solutions that prioritize patient needs, improve patient engagement, and enhance the overall patient experience. Cybersecurity and Data Protection Ensuring the confidentiality, integrity, and availability of sensitive healthcare data through robust cybersecurity strategies and compliance with data protection regulations. Infrastructure and Operations Managing and maintaining computer hardware, software, and networks, ensuring reliable and secure ICT infrastructure, providing helpdesk support for ICT-related issues, managing data centres, servers, and storage systems and ensuring business continuity and disaster recovery

Applications and Services: Developing, implementing, and maintaining software applications, providing user support and training for ICT applications, managing email, collaboration, and communication tools, ensuring integration of ICT systems with business processes, developing and maintaining ICT policies and procedures. Cybersecurity and Risk Management Developing and implementing cybersecurity policies and procedures, conducting regular security audits and risk assessments, ensuring compliance with data protection regulations, managing incident response and disaster recovery plans, providing cybersecurity awareness training for users. Innovation and Strategy Developing and implementing ICT strategies and plans, identifying and evaluating new ICT trends and technologies, developing business cases for ICT investments, collaborating with stakeholders to identify ICT needs and opportunities and ensuring alignment of ICT strategies with business objectives. Training conduct continuous user trainings to align and position the use of technology among the health workforce.

The unit periodically comes up with custom content for targeted training of specific groups of employees who are technology gate keepers. The objective is to create champions for digitization within the organisation from the head office down to the health facilities.
